The real monthly bands, what each one buys, and the three questions that tell you whether a quote is honest.

Almost nobody publishes this, which is the whole problem. Ask five Toronto agencies what SEO costs and you get five proposals, no numbers, and a discovery call.
Here are the bands. Retainers in this market that include real execution work run from roughly $1,000 to $10,000 a month, and the spread has less to do with quality than with how much work is actually happening. A $600 invoice usually buys a report. A $6,000 invoice usually buys a team.
Our own prices are published, in full, further down this page and on the pricing page. That is unusual in this category and it is deliberate: an agency that will not put a number on a page is telling you the number depends on what they think you will pay.

You are buying hours, not rankings
SEO has no cost of goods. The invoice is people who know what they are doing, multiplied by time, so it moves with scope and headcount. Any quote priced against a promised position is priced against something the agency does not control.
The cheap tier is almost always reporting
Under roughly $500 a month, nobody is writing, fixing or building. You are renting a dashboard. That can be exactly the right purchase — but only if you know that is what you bought.
Competitive categories cost more for real reasons
Toronto law, dental, real estate and home services have incumbents who have been publishing for a decade. Out-publishing them takes more hours than the same job in a thin category, and no tooling collapses that difference.
Audits are priced as projects, not retainers
A standalone audit is fixed-scope work with a deliverable at the end. Paid standalone audits in this market are commonly quoted between $1,500 and $5,000 depending on site size. Why Toronto SEO quotes vary by more than ten times
Two proposals for the same website can arrive at $500 and $7,000. Both can be honest. They are describing different amounts of work, and the proposals rarely make that obvious.
The variable is labour. A freelancer with six clients gives you a few hours a month, and those hours go to whatever is loudest. A mid-market retainer puts a technical specialist, a writer and a strategist on the account, and the hours go to a plan. Neither is wrong. They produce very different rates of change.
What should worry you is a quote that does not say which one it is. Every proposal you receive should name the hours, the disciplines and the deliverables per month. If it names only a price and an outcome, the outcome is doing work the scope should be doing.
What the cheapest tier actually buys
There is a real market under $500 a month in Toronto, and most of it is reporting. Dashboards, rank tracking, an impressions chart, sometimes an automated site scan. No content, no technical fixes, no outreach.
We sell one of these ourselves at $299 a month, and the tier says so on its face: self-serve visibility, no execution work included. It exists because some businesses genuinely need to see the numbers before they commit to changing them, and because a business already ranking well often needs monitoring rather than intervention.
The problem is not the price. The problem is the tier being sold as SEO without the qualifier. If a proposal at this level implies rankings will move, ask which specific pages get rewritten in month one. The answer is usually none.
What a Toronto SEO retainer should include at any price
Scope changes with budget. Structure should not. At every tier, the engagement should name its deliverables per month, its reporting cadence, and the person doing the work.
Above the reporting tier, four things should appear in writing: technical work on crawling, rendering and speed; content work against a documented query set; entity work covering schema, Google Business Profile and directory records; and off-site work that earns mentions you do not own. A retainer missing the entity layer is running a 2019 playbook, and it is the layer AI search leans on hardest.
You should also be told what is not included. Ours excludes paid media buying and creative production, because we do not staff for them. An agency that claims every discipline at a small retainer is either subcontracting invisibly or doing none of them properly.
Three questions that expose a bad quote
First: what happens in month one, specifically? A good answer names files, pages and records. A bad answer names a phase.
Second: what do you not do? Every honest agency has a boundary. An agency with no boundary has no specialism, and you are paying a margin on subcontractors.
Third: what would make you tell me to stop paying you? This one is unfair on purpose, and it is the most useful question on the list. The answers worth hearing are concrete — a category too small to justify the spend, a site that needs rebuilding before any of this matters, a business whose real constraint is sales rather than demand. An agency that cannot imagine a scenario where you should not hire them is selling, not diagnosing.

Technical fixes can move impressions within weeks. Content and authority work usually take three to six months to show a compounding curve, and longer in categories where incumbents have been publishing for a decade. Any agency promising a payback date is quoting a number they cannot control.
Should GEO cost extra on top of SEO?
No, and an agency charging separately for both is usually charging twice for one pass. The crawlability, rendering and structured-data work underneath a ranking page is the same work underneath a citable passage. What GEO genuinely adds as a cost line is measurement, because answer tracking means running real prompts across several engines rather than reading a rank report.
