Local results and classic organic results are two different rankings on one page, decided by different inputs. Organic rewards topical authority, links and content depth. The map pack weighs proximity to the searcher, the completeness and consistency of your business record, category match, and review volume and rating.
That is why a business can rank on page one organically and be invisible in maps, or the reverse. They need separate work. For most GTA service businesses the map pack is worth more, because it sits above the organic results and carries a call button.
Why citation consistency is the boring thing that decides it
An engine builds confidence about a local business by cross-checking its record across sources. Your site says one address, your Google Business Profile says a slightly different one, three directories carry an old phone number, and a fourth still lists a company name you stopped using. Each mismatch lowers confidence, and low confidence shows up as a lower position or an omission.

So we build coverage: one page per service and area combination that has real demand, phrased the way the query is phrased, with the location last. For Valve Appliance Repair that meant coverage across seven appliance categories and the GTA areas served. Seven weeks after it went live, impressions were up 631% and clicks up 331% period over period, at an average position still in the high twenties — broad surfacing that had not yet converted, which is the honest shape of week seven rather than a headline.

What you must not do is publish an address you cannot verify. An invented or borrowed address is a citation inconsistency that is expensive to unwind and can cost you the profile entirely.

Profile and citation corrections often show movement within four to eight weeks because they change how confident engines are rather than how authoritative you are.
